# Structured NDIS Operating Framework

## Overview

This framework enables approved operators to deliver NDIS funded supports within the governance and operational structure of an existing registered NDIS provider.

This arrangement does not involve the sale, transfer or assignment of NDIS registration.

The registered provider retains full regulatory responsibility for compliance with:

-- The NDIS Act 2013
-- NDIS Quality and Safeguards Commission requirements
-- The NDIS Code of Conduct
-- The NDIS Practice Standards
-- NDIS Pricing Arrangements and Price Limits
-- Applicable safeguarding obligations

Nothing within this framework alters or diminishes the registered provider’s statutory accountability.

Approved operators may deliver supports within the registered provider’s governance and operational systems.

Under this framework:

-- The registered provider retains responsibility for governance, regulatory compliance and quality oversight

-- Workforce screening, incident management and documentation requirements apply
-- Billing and claims administration are conducted by the registered provider or under its direct authority

Operators do not hold independent NDIS registration under this arrangement and must not represent themselves as registered providers.
